For some time there has been a problem with pirates hogging regions, sometimes to loot crap and sometimes to just piss off cities that might want to expand eventually.
On one hand, they claim they’re after that one rare they never had; on the other, they moan about a distance rule that they don’t agree with.
We also have an issue with lots of random builds clogging up the map that aren’t historic—they’re just neglected shite.
Solution
If they want access to chests so badly, then fine, here’s how they should have it.
In the Congress system we have an executive - a Secretary of the Interior. This person also helps encourage things like WPT recommendations and could make a list of regions that are reported. Make the WPT under this with inspectors, or just have mods act as inspectors in the following scenario:
All a player should have to do is apply to return the land to its original form. They get paid for demolishing and re-landscaping at a set rate, and on completion, access to chests that are locked by staff and not looted. Staff can even move the chests with dollies if they need to make sure they are not looted early or interferes with demo.
It is hit and miss whether a player finds the plot with a decent loot, however this encourages the economic growth of the server and restoration of land.
I don’t see any other solutions being put forward, but this i believe is the fairest option that benefits the server and players.
Alternatively, if a player would like to keep the region, it must be more than 200 blocks away from a city anyway. The issues is whether they are going to use the region in that case. Staff could put the region under probation in that case.
A city could also be informally consulted if the plot is within 200 blocks, before demolishing. This depends on what players/staff want.
Alternatives may be possible, feel free to discuss below.

This is an interesting proposal. It seems like an incredible amount of work and dedication to get the stuff from the chests. It sounds like you need to apply to, “return land to its original form” and once approved, you must demolish everything on the land before any chests are unlocked/moved. This will revitalize land to its original form, opening up space for new players to build in the future. You also make it sound like the player should be paid for the work they do leveling the plot. I’d be interested to see the government’s view on this. And the 200 block rule is something people have argued a bunch. Some people think it should be gone, some people like the rule. So I’d be interested to see the community’s perspective on this. Personally, I think looting is a very valid way to come across items. Inactive players shouldn’t be granted immunity while they are inactive. Overall I like your proposal and I’d love to see what others think.
