[Suggestion] Slight update to rules for approval/expanding of cities

Part 1

At present there is a rule which says:

Regions within 200 blocks of a private city that predate the city are not allowed to expand their existing region.

This doesn’t apply to gov cities. I think it should do as gov cities have previously regioned up to another city’s border without permission from that private city.

So for basic courtesy and server harmony, please change this to:

> Regions within 200 blocks of a city that predate the city are not allowed to expand their existing region.

Part 2

Lets say there is an already large region of 500,000F value i.e. a large mansion and gardens. A city has then expanded towards because they can region up to 5 blocks from it.

Then all of a sudden that owner decides to demolish the mansion and create roads, a layout for plots and a city hall and rules board.

That player could instantly apply for registration as a city and could get approved via this loophole. Therefore we do need a rule that says:

> A new city cannot be approved if it is within 200 blocks of an existing city unless permission is given from that city owner.
