A BILL

S.6. Postal Services Act

Be it enacted by the Senate and House of Representatives of the HelloMiners Congress assembled,

Section 1. Short Title

This Act may be cited as the “Postal Service Act”.

Section 2. Establishment of the Postal Service

(a) There is hereby established a server-wide Postal Service, which shall be responsible for the transportation, sorting, and delivery of mail between cities and players.
(b) City Post Offices — Each recognized city may establish an official Post Office, provided that:
(1) The city has existing transport links (air, rail, or portal) to at least one other connected city; and
(2) The Post Office includes a designated area for collections and incoming mail; and
(3) A dedicated area for mailboxes for individual players.

Section 3. Postmaster General
(a) Appointment — The President shall appoint a Postmaster General, subject to confirmation by the Senate.
(b) Duties — The Postmaster General shall:
(1) Oversee all Post Offices and postal operations across the server;
(2) Establish and enforce operational standards;
(3) Appoint, suspend, or remove postal workers as necessary;
(4) Maintain a registry of official Post Offices and delivery routes;
(5) Investigate misconduct or disruption within the postal system.

Section 4. Postal Workers
(a) Definition — A Postal Worker is any player officially designated by a city or the Postmaster General to carry out mail delivery and related duties.
(b) Duties — Postal Workers shall:
(1) Deliver items placed into the postal system to the intended recipients in a timely manner;
(2) Maintain the integrity of the postal system;
(3) Report any abuse or system failure to the Postmaster General.

Section 5. Criminal Offenses
(a) That the Criminal Code (2024), Section 3. Crimes, Subsection (a) Summary Offences, is hereby amended by inserting the following new paragraphs after paragraph (16):

(17) Mail Tampering —
(i) The unlawful opening, removal, alteration, or destruction of mail or packages not addressed to the offending player.
(ii) Minimum punishment: 250 F fine.
(iii) Maximum punishment: 2,000 F fine & 2-hour jail time.

(18) Obstruction of Postal Services —
(i) The act of interfering with, delaying, damaging, or preventing the lawful operation of postal delivery systems, including vandalism of post offices.
(ii) Minimum punishment: 500 F fine.
(iii) Maximum punishment: 5,000 F fine & 2-hour jail time.

(19) Impersonation of a Postal Worker —
(i) The act of falsely claiming to be an authorized postal worker or unlawfully performing postal duties without official designation.
(ii) Minimum punishment: 300 F fine.
(iii) Maximum punishment: 1,500 F fine & 1-hour jail time.

Section 6. Enforcement and Penalties
(a) The Postmaster General shall have the authority to refer violations to the Attorney General for investigation and prosecution.
