1. Introduction and Vision

Welcome to the River City Comprehensive Master Plan, a guiding document created to help current and future city leaders shape the continued growth of our vibrant community. River City has quickly become one of the most diverse and active centers on the server — a place where residents, builders, and visitors come together to create something extraordinary.

This master plan outlines how different areas of the city will grow, what land is open for development, and how we will balance expansion with sustainability. It serves as a living document, meant to evolve over time as the city’s needs and opportunities change.

The vision for River City is built around three main goals:

  1. A Thriving Urban Core – A walkable and visually unified downtown filled with apartments, shops, and civic spaces.

  2. Balanced Growth – Encouraging private and public development while maintaining nature areas and scenic views.

  3. Community Connection – Designing spaces that bring people together — from lively plazas to quiet parks and restored wilderness.

With this plan, River City continues its journey toward becoming a landmark example of thoughtful, creative city building.


2. Land Use Overview

The map divides River City into several land-use categories, each represented by a specific color. These zones help guide development while giving builders flexibility and variety.

:orange_square: Orange Zones – Active Construction

Orange areas represent land currently under construction and already sold to developers. These projects are expected to be completed within roughly three months. Most orange plots are located toward the south-central portion of the city, near established infrastructure and road connections. These developments will soon bring new apartments, mixed-use buildings, and retail to strengthen the city’s growing downtown.

:green_square: Green Zones – Available for Development

Green areas represent land available for purchase or auction. These are flexible plots open for a wide range of uses — including apartments, offices, or shops. The northwestern and central parts of the city have several prime green plots that connect easily to roads and existing neighborhoods. Players and developers interested in claiming one of these areas can contact city staff or participate in future land auctions.

:red_square: Red Zones – Government Land and Future Civic Projects

Red zones mark land reserved for city-led projects and public facilities. These are critical to River City’s long-term identity and serve as anchors for community engagement and tourism.

Notable examples include:

  • A future arcade/casino complex planned in the central district,

  • A future zoo likely to take shape in the northern area near the water,

  • And a future religious building that will serve as both a landmark and community gathering space.

These areas will remain under government control until formal projects begin.

:yellow_square: Yellow Zones – Parks and Nature Areas

Yellow zones are designated for government-built nature areas and parks. These areas focus on beautification, relaxation, and outdoor recreation for residents and visitors alike.

The western and southeastern edges of River City both include yellow areas where natural landscaping, ponds, and walking trails will be developed. These will serve as green buffers around the dense urban center.

Purple zones indicate long-term wilderness protection projects. These spaces, which are mainly in the northeast near the bay and the southwest forest region, will be restored to natural terrain and protected from urban development.

The goal for these areas is to preserve scenic wilderness and biodiversity while creating nature trails and observation lookouts for visitors.


3. Development Strategy

River City’s growth will happen in carefully managed stages, ensuring that infrastructure and design quality stay consistent as new projects emerge.

Short-Term Priorities (0–3 Months)

  • Complete Orange Zone Projects – With several developments already under construction, finishing these quickly will bring new housing and retail options online.

  • Finalize the New Spawn Area – The new spawn, currently under construction in the central hub, is expected to open within the next month. Once complete, it will serve as the heart of the city and primary gathering point for residents and visitors.

  • Basic Infrastructure Upgrades – New Roads, lighting updates, and wayfinding signs will be installed to help new residents navigate the city more easily.

Mid-Term Goals

  • Activate Green Zone Development – Begin auctions and open applications for available development plots. Encourage unique builds that match the city’s design theme while supporting creative freedom.

  • Government Project Planning (Red Zones) – Begin pre-design work for the arcade/casino and the zoo. Public input will help shape the look and location of these projects.

  • Beautification Projects – Planting trees, adding seating, and cleaning older plots in River City Hills and River City Estates.

Long-Term Vision

  • Balanced Expansion – Ensure that each new neighborhood complements existing areas while maintaining open spaces and parkland.

  • Cultural and Recreational Growth – Continue adding attractions like museums, gardens, and public plazas to enhance River City’s identity as a social hub.

  • Infrastructure Modernization – Future plans may include better transport routes and options, updated lighting systems, and more defined pedestrian zones.


4. Government Projects and Civic Expansion

The red zones across River City are key to its civic identity. These projects are led by the city’s government and will shape the cultural and recreational character of the community.

Planned Civic Projects

  • :slot_machine: Arcade/Casino Complex – Located near the downtown corridor, this entertainment venue will combine gaming, dining, and events to attract visitors.

  • :zebra: River City Zoo – A large-scale public attraction planned for the northern waterfront, celebrating wildlife and nature education.

  • :church: Religious and Cultural Landmark – A major architectural centerpiece envisioned for the eastern side of the city, designed as a peaceful gathering space.

Supporting Government Spaces

  • :classical_building: City Hall & Civic Square – Continued upgrades around the government district will improve the player experience and event hosting areas.

  • :coin: Front Row Plots – These remain limited to one owner per plot. Availability will depend on evictions or transfers handled by city staff.

Infrastructure & Administration

River City’s leadership will continue to manage public land distribution, enforce building guidelines, and ensure that all developments respect the city’s design standards.


5. Residential and Commercial Growth

River City Estates

The River City Estates neighborhood may now be reconstructed, provided all designs receive prior approval from the city. The Estates will continue to be a prestigious residential area known for its custom homes and landscaping. Builders are encouraged to maintain high-quality materials and creative architectural design.

River City Hills

River City Hills will soon undergo evictions and minor renovation to clean up the dense jungle area and reestablish roads and utilities. This cleanup effort aims to make the area more appealing for future housing while preserving its natural hillside charm.

Downtown and Mixed-Use Development

Developers are encouraged to combine residential and commercial uses where possible, for example, shops or cafés on the ground floor with apartments above. These mixed-use builds help maintain a vibrant and walkable downtown core.


6. Environmental and Recreation Plan

Protecting and celebrating the natural environment is a central value for River City. The yellow and purple areas on the map ensure that every resident has access to green space and that wilderness restoration remains a long-term priority.

Yellow Zones – Parks and Recreation

  • West Parklands – Featuring walking paths, open fields, and small pavilions.

  • Southeast Nature Trail – A planned series of gardens, ponds, and picnic areas connecting to nearby neighborhoods.

  • Recreation Events and Plazas – Smaller public spaces will be integrated within new developments to encourage community interaction.

Purple Zones – Wilderness Restoration

  • Northeast Bay Reserve – Restoration of shoreline habitats, trails, and observation decks for scenic viewing.

  • Southwest Forest Project – Protection and replanting of dense forest areas, with limited access trails and educational signage.
