Petition: Proposal to Transition HelloMiners to a Player-Run Government Model

Dear Helloclan13 and the HelloMiners Staff Team,

We are writing to formally propose a transition in the governance structure of HelloMiners to better reflect the community that has already established and sustained a functioning player government for the past four years.

Over this period, players have developed and operated under a written constitution, elected leadership, a legislature (Congress), a Judicial System, and an Executive branch. This system has operated consistently, built meaningful roleplay, and generated strong community engagement. However, the continued government being purely staff-led, with no funds distributed to projects such as congress, limits the authenticity, autonomy, and long-term growth of this player-driven experience.

We respectfully propose the following changes.

1. Recognition of the Player Government as the Government

We request that HelloMiners formally recognize the existing player government as the primary governing body for in-game civic roleplay. This includes acknowledging the constitution, elections, and the three branches of government that have already been in operation.

2. Transition of Authority

We propose a shift away from a staff-led government model to one in which players who have established the constitutional government are empowered to run it. Staff would continue to be staff, develop their own events and projects, to maintain server rules, moderation, and technical oversight, while in-character governance, legislation, courts, and executive actions are handled by the player government, of which staff can have oversight of and support and help direct where it may be going off course.

3. Compensation for Government Service

Members of Congress, the Judicial branch, and the Executive branch invest substantial time and effort into sustaining this system. We propose that:

  • These positions receive fair in-game compensation.

  • Government roles be officially recognized as functioning roleplay positions.

  • Participation be treated as legitimate server contribution rather than informal volunteerism.

  • Staff help nuture and guide players in these roles.

  • Current government departments be integrated so that Secretaries of State have some function over them, under the support of the staff leader for the department.

4. Budgeting and Funding Authority

We further propose that the player government be allowed to:

  • Generate and request reasonable in-game budgets from the excessive reserve that the current government has.

  • Access and manage funds allocated for projects and activities that support roleplay and civic engagement, with staff supporting the oversight and management of this.

  • Finance events, public services, campaigns, court systems, and other initiatives designed to empower players and enrich the political roleplay environment.

5. Purpose and Benefits

This transition would:

  • Deepen immersion and realism.

  • Increase long-term player retention.

  • Reward players who commit time to building the community.

  • Reduce administrative burden on staff by decentralizing in-character governance.

  • Empower players and help improve the image of and trust in staff on the server.

  • Align HelloMiners with some of the most successful roleplay servers that use player-run civic systems.

Conclusion

The player government has already demonstrated its ability to form a government, its ability to create a structured system with checks and balances and oversight measures. Formalizing its authority and allowing it to operate in an integrated way but also work as a body for the players and not staff primarily, would represent a natural evolution of HelloMiners. This would open up many opportunities for players involvement in the server beyond the current limitations of the functions that currently exist that provide a stale experience for some.
