Allow mob spawn deny in private homes,
Just add underfloor lighting (I think carpet is transparent).
I think this is a valid suggestion. If you want requirements can be made. (Gated Property, etc)

Regions within 200 blocks of Government Cities should also be able to have mob-spawn deny. If these regions have to follow Government City inactivity rules, they should be able to have mob-spawn deny.
