I dont know when this was added but when you make an appeal it now says this:

- If you are appealing for any of the following reasons, your appeal is almost certain to be denied:
c) That you’re sorry, if not much time has passed since the ban. For example, getting banned and then the next day claiming you were drunk/angry/whatever. Again, you’re still responsible for what you say and do, regardless of context.
4+ Years has passed since I was banned, can I be unbanned now. Even if muted.
