H.R.2. Player Government Salary Act

Be it enacted by the Senate and House of Representatives of the HelloMiners Congress assembled,

Section 1. Short Title

This Act may be cited as the “Player Government Salary Act”.

Section 2. Salary System

(a) Establishment of Salary System — There is hereby established a monthly salary structure for elected and appointed officials, as set forth in Appendix A of this Act.

(b) Currency — All salaries shall be denominated in Forsals, the official currency of HelloMiners.

Section 3. Payment Terms

(a) Frequency of Payment — Salaries shall be disbursed no more than once per calendar month.

(b) Payment Eligibility — To receive a salary in any given month, a player must:
(i) Have completed at least 5 hours of activity on the server during the period for which they are paid.
(ii) Have performed at least one 1 documented official duty as part of their role.

(c) Forfeiture of Payment — Failure to meet the criteria under subsection (b) shall result in non-payment for that month. No back pay shall be issued retroactively unless approved by majority vote of the House of Representatives.

(d) Single Salary Rule — Players who hold multiple positions shall only receive payment for the role with the highest monthly salary as defined in Appendix A, unless decided otherwise by majority vote of the House of Representatives.

(e) Contracted staff and other workers — Subsection (d) shall not apply in the case of judicial, or other staff appointed on a temporary basis for a specific job, including but not limited to builders, designers, demo workers, suppliers.

Section 4. Salary Authorization

(a) Required — All salaries must be verified and signed off by the appropriate supervising authority, as follows:
(i) Judicial Branch — Salaries must be approved and signed by the Attorney General for all judicial officers.
(ii) Executive Cabinet — Salaries must be approved and signed by the President for Cabinet Secretaries.

(iii) Executive Departments – Salaries for department staff must be signed by the respective Secretary.
(iv) House of Representatives – Salaries must be signed by the Speaker of the House for all Representatives.
(v) Senate – Salaries must be signed by the President Pro Tempore for all Senators.

(b) Other roles — Salaries for the President, Vice President, Speaker of the House and the President pro tempore, shall not require salary authorization.

(c) Records — Salary disbursements shall be recorded by the Secretary of the Treasury.

Section 5. Funding

All funds required for monthly salary payments shall be drawn from the Treasury, which must be adequately funded. The Treasury shall keep server staff informed of salary payments that need to be paid each month.

Section 6. Postal Workers

Congress shall review and may amend the salary schedule every 6 months by majority vote of the House of Representatives.

Executive Branch:

  • President - 20,000 F
  • Vice President - 16,000 F
  • Cabinet Secretary - 14,000 F
  • Presidential Staff - 6,000 F

Legislative Branch:

  • Presiding Officer - 14,000 F
  • Congressperson - 10,000 F

Judicial:

  • Chief Justice - 12,000 F (per case)
  • Supreme Court Justice 10,000 F (per case)
  • Lower Court Judge 8,000 F (per case)

Government Department:

  • Manager - 8,000 F
  • Employee - 6,000 F
  • Intern - 2,000 F
